2014 Aspire 42DEQ -- Middle A/C Not Cooling

Hi all -- new to the board  :)

The middle a/c unit is not cooling. I can hear and feel the fan kick on as it blows air inside -- but it does not blow cool air at this time. Every few minutes I hear like a slight momentary power drop in the fan sound -- like it's pulling more electric. I'm only assuming the a/c compressor is attempting to kick in? Occasionally the breaker has also tripped for this A/C.

Suggestions please :) Capacitor?
