When connected to shore power or running off the generator, does the inverter need to be powered on for the refrigerator, microwave, and 120V outlets to work?
You should only need the inverter when your power source is other than 240/120V, so to answer you question no.
If you were running off your batteries or solar then yes.
Currently we have no power to the refrigerator, microwave, or 120V outlets when connected to shore power or running off the generator. Any thoughts on steps to troubleshoot issue or what could be wrong?

Has anyone else had this problem? The techs at Great American RV supposedly fixed this once by shortening some crossed wires under the dash. BUT its happening again
